Building the Legacy: A Training Curriculum on IDEA 2004

The Building the Legacy training curriculum was produced by NICHCY at the request of the Office of Special Education Programs (OSEP) at the U.S. Department of Education. The curriculum is intended to assist in understanding and implementation of the IDEA 2004 Part B regulations. The training curriculum has five overarching themes with multiple training modules beneath each theme.

Theme A: Welcome to IDEA!

There are two modules in Theme A. The handouts for both of these modules are grouped in one package. If you are downloading either module, you'll want the handout package for Theme A. You only need to download Theme A handouts once; the package includes the handouts for both modules.

Module 1: The Top 10 Basics of Special Education

    Module 1 includes the following components provided in separate files. If you need or want the entire module, be sure to download each of the components in either Word or PDF format.

    Discussion. The discussion text describes how the PowerPoint presentation operates and explains the content of each slide, including relevant requirements of the statute passed by Congress in December 2004 and the final regulations for Part B published in August 2006. The discussion is available in 4 PDF files (or as 1 accessible Word file), listed below.

    The first 2 PDFs provide discussion related to sections 1 and 2 of the module, which are intended for audiences needing a basic introduction to special education. The last 2 PDFs provide the discussion related to section 3 of the module, which looks in detail at five key definitions in IDEA (child with a disability, special education, related services, supplementary aids and services, and transition services). Section 3 is intended for more advanced audiences or those hardy souls who want all the details!

    PowerPoint Presentation. NICHCY is pleased to provide a PowerPoint presentation around which trainers can frame training on the basics of special education. Important note: You do NOT need the PowerPoint software to use the presentation. It's set to display, regardless, because it includes the PowerPoint Viewer. Within the Discussion file all slides in the presentation are described, along with how they operate.

    This module, unlike others to date, has two slide shows: the one for Sections 1 and 2 (for audiences new to special education), and a second for Section 3 (for more advanced audiences or those wanting all details).

Theme B: IDEA and General Education

There are six modules in Theme B, four of which are currently available--Modules 5, 6, 7, and 8. The last two will be coming by Fall-Winter 2007. The handouts for the four available modules are grouped in one package, because some of their handouts are the same. If you haven't downloaded any handouts for Theme B yet, then download all the handouts in PDF or as an accessible Word file (listed first below). Theme C: Evaluating Children for Disability

There are three modules in Theme C: Introduction to Evaluation (Module 9), Initial Evaluation and Reevaluation (Module 10), and Identification of Children with Specific Learning Disabilities (Module 11). The handouts for each of these modules are grouped in one package, because some of their handouts are the same. If you are downloading any of the three evaluation modules, you'll want the handout package for Theme C. Theme D: The Individualized Education Program

There are five modules in Theme D as described above. The handouts for each of these modules are grouped in one package, because some of their handouts are the same. Theme E: Procedural Safeguards

There are three modules in Theme E:: Introduction to Procedural Safeguards (Module 17); Options for Dispute Resolution (Module 18); and Key Issues in Discipline (Module 19).     How so, you might wonder, when Modules 3 and 4 are not available? The news is that those two modules have been postponed, pending reauthorization of NCLB. The 17 modules listed on this page finish out the curriculum for now.
