2001 State Special Education Outcomes: A Report on State Activities at the Beginning of a New Decade

Abstract:
This report summarizes the eighth survey of state directors of special education by the National Center on Educational Outcomes (NCEO) at the University of Minnesota. Results include all 50 states and the Bureau of Indian Affairs, American Samoa, and Palau. The purpose of this report is to capture the state of the nation as states build the participation and performance of students with disabilities in state and district standards, assessments, and accountability systems, and to provide information to help states view their own progress in light of other states.

This report summarizes the ninth survey of state directors of special education by the National Center on Educational Outcomes. The purpose of this report is to provide a snapshot of the new initiatives, trends, accomplishments, and emerging issues during this period of education reform as states document the academic achievement of students with disabilities.

he National Center on Educational Outcomes (NCEO) has been tracking and analyzing state policies on assessment participation and accommodations since 1992. The purpose of the current analysis is to update information on these policies that was last reported by NCEO in 2006 (based on 2005 data). In this analysis policies from all fifty states, plus eight of the unique states, were reviewed. Two unique states, Bureau of Indian Education and U.S. Virgin Islands, were not included in the analysis.

Abstract:
The No Child Left Behind Act of 2001 (NCLB) requires the reporting of participation in assessments overall and by subgroup, including students with disabilities. As states and school districts strive to meet the goals for adequate yearly progress required by NCLB, the use of individual accommodations continues to be scrutinized for effectiveness, threats to test validity, and score comparability. This report summarizes 49 empirical research studies completed on test accommodations between 2002 and 2004, and provides direction in the design of critically needed future research on accommodations.The report summarizes an analysis of research on the effects of accommodations use on the large-scale test scores of students with disabilities.

Access Assistants for State Assessments: A Study of State Guidelines for Scribes, Readers, and Sign Language Interpreters

For several years, states have listed accommodations allowed on state assessments. States soon found that the definitions of these accommodations varied not only across states, but also within states and even in schools. Over the past few years, states have made greater attempts to define each accommodation and to decide whether the accommodation provided valid test results. During that time, the National Center on Educational Outcomes has recorded accommodations used by states and their definitions and decisions about validity. As accommodations use was studied, it was found that there were accommodations that require human assistance in order to administer, but that rarely came with instructions about how they were to be delivered or qualifications of the human assistants. NCEO looked for state guidelines for these individuals, who are now called "access assistants." 
 
Guidelines from state education department Web sites were searched, letters sent, and phone calls made to all 50 states to find out what existed for access assistants. Twenty-two states had guidelines for one or more of the access assistants that were the focus of our study—scribes, readers, and sign language interpreters. Variations across state guidelines extended from breadth and depth to format and ease of access. Fourteen states had guidelines describing the qualifications or characteristics of scribes, readers, or sign language interpreters.
 
The report concludes with a description of several challenges to the development of state guidelines for access assistants, and recommendations for meeting those challenges.

Alternative Routes to the Standard Diploma

Abstract:
Mandatory exit exams are in place, or will soon be, in 27 states. Students must pass them as one condition for receiving a standard diploma. Because the standard diploma is considered a property right, states must carefully consider the opportunities that students have to pass graduation exams. Federal legislation has resulted in increased emphasis on the participation of all students in statewide assessments, including those with disabilities. Attention also is being paid to the use of accommodations during exit exams, and the extent to which these exams are designed to be accessible to the greatest possible number of students. There have been several court cases in which states were challenged about the extent to which they allowed appropriate accommodations.
