Desired Versus Actual Literacy Learning Practices in Early Intervention and Preschool Special Education

Abstract:
Findings from a national survey of the appropriateness and use of early literacy learning practices with infants, toddlers, and preschoolers in Part C early intervention and Part B (619) preschool special education are presented. Participants were parents of children involved in either type of program, early intervention and preschool special education practitioners, and technical assistance providers offering training to the practitioners. Results showed that there was modest-to-strong agreement that early literacy learning was desired for young children with disabilities or delays, but there is much less agreement about the extent to which the practices were used widely in either type of program. Implications for training are described.

Background research and a summary of panel and participant discussion are provided. Issues raised and recommendations with actions steps are provided.

Highly Mobile Children and Youth with Disabilities: Policies and Practices in Five States

Abstract:
The Primary focus of this Brief Policy Analysis is on a subset of the population of mobile children-children with disabilities and their families who are highly mobile.  The document begins with a background section that provides information about policies and practices developed for mobile children at the federal level.  The second section is an analysis of interviews with five state directors of special education and their corresponding McKinnry-Vento program coordinators regarding how states are addressing the needs of this population.  Interviewees discussed causes of mobility; how they locate mobile children; the number of mobile children and costs of services; features of state programs under McKinney-Vento; how they track outcomes; challenges they have encountered; and policy recommendations.

Highly Qualified Teachers and Special Education: Several State Approaches

Abstract:
This Brief Policy Analysis introduces the research on the importance that teacher quality has in student achievement and the legislative background for highly qualified special educators.  Six states were chosen through a survey process to be interviewed.  The results of strategies states use to meet the requirements of highly qualified teachers and fiscal and human resource, data collection methods states use, and barriers to meeting the requirements are reported.  Policy recommendations generated by NASDSE's Personal Center and CCSSO's Center for Improving Teacher Quality that address implementation barriers similar to those identified by interviewees are shared.

Home Schooling Students with Disabilities - A Policy Analysis

Abstract:
Laws relating to the home schooling of children with disabilities vary from state to state. Because home schooling is an evolving practice, state laws are not always clear and may appear to be contradictory. As a consequence, the precise responsibilities of states and local education agencies (LEAs) to provide special education services to home-schooled students are frequently contested in the courts. This policy analysis is intended to provide policymakers with updated information regarding current trends in home schooling as well as to highlight significant policy issues relating to the home schooling of children with disabilities. A chart summarizing each state’s current policies regarding home schooling and special education is included.

This policy forum proceedings document begins with an introduction to the unique challenges that administrators face as they support implementation of services for children with disabilities who are homeless. Findings from a virtual forum are presented in the areas of policy and practice issues and recommendations for change. Forum participants’ recommendations focus on developing policies and practices for:

  • expediting enrollment and provision of services; and
  • coordinating programs and services.

The numerous appendices contain additional reference, contact, process and policy information and sample forms.
