Abstract:
In this report, state variations in terms, definitions, and eligibility crieteria for disability categories are discussed. In addition, Project Forum worked with Westat to analysize proportions of children served under IDEA to determine if the state variation in terms is related to the proportion of children with a disability served across states.

Abstract:
This policy analysis is a comparison of states’ terminology, definitions and eligibility criteria for the 13 required federal disability categories under the Individual with Disabilities Education Act (IDEA): autism, deaf-blindness, deafness, emotional disturbance, hearing impairment, mental retardation, multiple disabilities, orthopedic impairment, other health impairment, specific learning disability, speech or language impairment, traumatic brain injury and visual impairment including blindness, as well as the one optional disability category: developmental delay. Only those aspects of state law related to eligibility criteria that go beyond federal requirements are described.

This resource page on NICHCY's Web site will connect visitors with Spanish-language materials on AD/HD, asthma and allergies, autism, blindess and visual impairments, deafness and hearing loss,  Down syndrome, health information, learning disabilities, mental health/mental illness, rare syndromes, special health care needs, speech/language disorders, and many other disability conditions. Two versions of the page are available: one in English, for those who do not speak Spanish but who are looking for materials to share with Spanish-speaking families, and one completely in Spanish, for non-English speakers.
