Duncan is Asked to Weigh Key Special Education Issues

Special-educators and other advocates for students with special needs are asking U.S. Education Secretary Arne Duncan to limit the use of restraints to discipline students with special needs, to create final regulations for preschool children with disabilities and to reconsider how many students with special needs can take modified state tests under NCLB.
