With the intent of improving results for children with disabilities, IDEA’s State Improvement program assists state educational agencies and their partners in reforming and improving their systems for providing educational, early intervention, and transitional services. This includes their systems for professional development, technical assistance, and dissemination of knowledge about best practices. Funding of IDEA's State Improvement grants is delegated to the Office of Special Education Programs (OSEP), at the U.S. Department of Education. This NICHCY Web page will connect you to descriptions of projects that received Fiscal Year 2004 funds from OSEP under IDEA's State Improvement program. These grants appear in Volume 3 of Discretionary Projects Supported by the Office of Special Education Programs under the Individuals with Disabilities Education Act, Fiscal Year 2004: Technical Assistance, Dissemination, Parent Information, and State Improvement. (Note: Volume 3 also includes projects funded under the Technical Assistance and Parent Training and Information program areas, which are described online separately.)
